I highly recommend the Energy & Environmental Building Association's (www.eeba.org 952-881-1098) "Builder's Guide" developed with the support of DOE's Building America (http://www.eren.doe.gov/buildings/building_america/) program. If Building America has a state partnership in your state, you should contact whoever is coordinating it.
Much of the Guide and the Building America workshops for building and design professionals revolve around water (liquid and vapor) management.
A partial answer to your question is the use of "drainage planes." The reality is that all cladding--brick, stucco, siding, stone--leaks so you should have a gap between the cladding (bldg exterior material) and wall. The exterior facing side of the wall forms a drainage plane through use of sheathing or tar paper to allow liquid water that gets through the cladding to flow down and flashing at the bottom to allow the water to flow out. Pan flashing under windows and doors is also used to keep water away from walls.
Managing water vapor is more complex and depends on your climatic region. Often you probably don't want too impermeable a vapor barrier (polyethylene, vinyl wallpaper) because you can end up trapping moisture inside and promoting rot. The Guide discusses this in detail.
The Guide is also an excellent resource on other aspects of improving comfort, durability, energy efficiency, and air quality in buildings.

In the construction phase, are there specific tactics/methods of preventing
mold growth in walls?
i assume water-tightness is first/foremost. heard something about visquene
as an added vapor barrier between insulation and inside wall?
