Taking a guess from 3,000 miles away, it sounds like the concrete floor
itself is cracking. This action could be caused by:
the foundation soils (swelling, settlement, freeze/thaw, etc.),
excess loading above what the concrete was designed for, or
deterioration of the concrete and reinforcing steel.
If any of these factors are involved, then a structural repair should be
considered. Repairing just the coatings will probably not be
satisfactory.
