On behalf of the Estuary Habitat Restoration Council, the U.S. Army Corps of Engineers is soliciting project proposals for estuary habitat restoration projects. Notice was published in the Federal Register Vol.72, No.117, June 19, 2007, page 33743. Applications will be accepted until close of business on August 20, 2007. The application form has been approved for use by OMB - No. 0710-0014. The notice and application form are accessible at http://www.usace.army.mil/cw/cecw-p/estuary_act/index.htm . [The web address in the Federal Register notice is incorrect. It is lacking the hyphen.] There is also a link to the NOAA monitoring standards on the above web page.
Prior to submitting an application, sponsors should read these documents carefully as they provide guidance as to what is required and what reviewers of the proposals will be looking for. We expect to have a list of projects recommended by the Council for funding towards the end of the calendar year.
Sponsors of selected projects will be required to sign a cost-share agreement with the US Army Corps of Engineers. The U.S. Army Corps of Engineers will not be giving the sponsors money but will do some of the project work.
These are not grants or cooperative agreements. Discussing proposed projects with the appropriate U.S. Army Corps of Engineers district office prior to submitting the proposal can be very useful and is encouraged.
