Farm Bill 101 -- Briefing


The Northeast-Midwest Coalitions on Tuesday, January 16, will host a basic introduction to the titles in the Farm Bill and what programs fall under the purview of the titles.  The presentations will be by Congressional Research Service experts.  The January 16 briefing will begin in 2:00 pm in 2168 Rayburn House Office Building (Gold Room).


Manufacturing Task Force – New Co-Chair


Rep. James Walsh (R-NY) is a new co-chair of the House Task Force on Manufacturing, joining Reps. Mike Doyle (D-PA), Steven LaTourette (R-OH), Marty Meehan (D-MA).  The co-chairs this week will be inviting other members to join the bipartisan task force in order to address tax, trade, and education issues and to improve the nation’s manufacturing competitiveness.  Contact:  Katie Waskiewicz with the Manufacturing Task Force (202/226-5181).


Asian Carp – Legislation  


Reps. Judy Biggert (R-IL) and Senator Dick Durbin (D-IL) this week will introduce the Great Lakes Asian Carp Barrier Act.  This legislation would authorize the Army Corps of Engineers to

  • complete construction on a permanent dispersal barrier;
  • upgrade and make permanent the original demonstration barrier;
  • operate both barriers as a system to optimize effectiveness;
  • credit states for their contributions to this project, which is arguably a national if not international project; and
  • study options and technologies to prevent the spread of invasive species.

House and Senate members who wish to cosponsor the bill should contact Paul Doucette with Rep. Biggert (202/225-3515) or Jessica Lenard with Sen. Durbin (202/224-2152) by Wednesday, January 17th.


Electric Grid – Briefing


A Capitol Hill luncheon on Monday, January 22, will focus on electric reliability, prices, and the role of regional transmission operators in managing the electric grid.  The event, sponsored by the ISO/RTO Council, will run from noon until 1:30 pm in room B369 of the Rayburn House Office Building.  Lunch will be provided.   


Great Lakes Cleanup – RFP and RFQ


The Northeast-Midwest Institute is soliciting qualifications and proposals for legal and financial consulting services related to its activities that support the cleanup of contaminated sediments in the Great Lakes.  It is looking for expert assistance in analyzing the potential use of Tax Increment Financing (TIF) as a mechanism to help fund cleanup of contaminated sediments.  The two solicitations are RFP Legal Sevices and RFQ Financial Services.  Responses are due by January 31, 2007.
