     As the administration and Congress consider new military base
closings, the Northeast-Midwest Institute is releasing a regional
analysis of past closures and realignments.  Reductions in defense
personnel from the 1988, 1991, 1993, and 1995 rounds of base closings
were not shared equally by the nation's regions.  In short, the
Northeast, Midwest, and West suffered the greatest losses in
percentage terms, while the South sustained a relatively minor
percentage drop and was the only area of the country to increase its
share of defense employees over the period.

     Reps. Ron Kind (D-WI) and Wayne Gilchrest (R-MD), along with 29
colleagues, recently asked the Environmental Protection Agency (EPA)
and the Army Corps of Engineers to issue joint guidance regarding a
recent Supreme Court decision (Solid Waste Agency of Northern Cook
County vs. U.S. Army Corps of Engineers).  The lawmakers seek as much
federal protection as possible for isolated wetlands and water bodies.
     Reps. Sherwood Boehlert (R-NY) and various co-chairs of House
River Basin Task Forces also are asking the Army Corps to withdraw and
review a recent guidance document on wetland mitigation policy.  That
Corps document moved away from the established wetlands doctrine of
"no net-loss" and was developed without the required input of the EPA.
