In testimony at the Capitol Wednesday, the Michigan Environmental
Council proposed changes to
electric utility deregulation legislation that is now pending before a
State Senate committee.  The
changes would help protect the environment and economy by reducing
Michigan's reliance on polluting coal to generate electricity and by
improving energy efficiency.
