BEACHNET==> beach measurement question



In New Jersey we are in the process of reviewing the beach lengths we submitted several years ago.  We originally gave point locations for our beaches and gave all beaches a length of 150 feet.  We now know that this information must be reviewed and very likely revised.  NJ's monitoring locations were selected in areas that have potential sources of pollution and any results above the standard may lead to closings at contiguous beaches that are lifeguarded but do not have regular monitoring stations.    

I could really use some guidance on how to map these unmonitored beaches.  We could just map the beaches that are routinely monitored, but that would leave out the beaches that could be closed after non-routine (bracket) sampling or following a pollution event.  Additionally, all of our oceanfront beaches are monitored by aircraft six days per week where we get a visual check at our beaches and chlorophyll a data on our coast on each flight.  I know that many states have unmonitored beaches; are those beaches mapped for EPA?  Can your unmonitored beaches be closed or advisories issued when there are known water quality problems?  NJ has many more beaches that are subject to closings but are not currently included in our mapping.  How do other states map unmonitored beaches.  Thanks for any help.
