RE: BEACHNET==> reference?

Found this is in Wade et al, 2003, perhaps its the paper we're looking for(?):

The email from Liz reminds me... I've never found the "freshwater version" of Cabelli et al., 1982.
 
In the Dufour, 1984 EPA document, there is an in prep reference (below). Does anyone have this peer-reviewed paper?
