Structures such as what you propose were evaluated early in this project.

I think cleanup is dependant on what kind of bloom. Single celled organisms
suspended in the water are not going to be responsive to mechanical
methods.  For
stringy strandy stuff like cladophora, we've used loaders and trucked it
away when it gets in close, also tried a mechanical harvester, but Lake
Ontario is generally too rough for these craft.  My sense of a reef is that
if light can penetrate to its surface and it's composed of hard substrate,
you are just providing another habitat on which filamentous algae will
grow.  We looked at things like spill curtains, but when spirogyra comes in
it is moving along the bottom, and again any device that you will put in
the lake will have to be very sturdy to withstand the pounding it will take
from wave events.
