For the record, I don't remember saying that 1/2 the WI closures were unnecessary. If indeed I did say that, it was a mistake.  For one thing, I would have no way of knowing that and second, that is a policy judgement that I am not qualified to make.   What many of us have said in the past is that as much as 1/2 of the beach closures are unexplained using traditional conceptual models.
