The Illinois-Indiana Sea Grant College Program requests preproposals in the 
areas of Coastal Resources and Regional Growth. Priority areas include (1)
the development of analytical methods or models that can better identify,
forecast, and assess the physical, social or economic impacts of regional
development on critical coastal resources and habitats; (2) the creation
and evaluation of new regulatory and/or market-based management techniques
and institutions that can better reconcile the protection of critical
coastal resources with the promotion of needed new residential, commercial
and industrial development; and (3) the formulation and assessment of
improved forecasting, shoreline stabilization and improvement, and capital
facilities planning techniques that can better address the
metropolitan-scale and longer-term resource sustainability challenges posed
by regional growth and global climate change impacts in the southern Lake
Michigan basin.

Researchers from educational institutions, government agencies and other
non-profit organizations are encouraged to apply. Preproposals are due
February 24, 2003. Awards of $40,000-$60,000 per year will be made for the
2004-2006 biennium.
